If man repents, God relents: 

"At one moment I might announce concerning a nation or a kingdom that I will uproot, rear down, or destroy it. However, if that nation I have made an announcement about turns from its evil, I will relent concerning the disaster I had planned to do to it." Jeremiah 18:7-8. 

God is a fundamentally kind, forgiving Person. He extends mercy to all without exception, but our repentance is His condition for receiving mercy. Our impenitence is never God's doing; and wrath is never His preference. The ball is always in our court. But God's merciful character is there, and His promise to forgive and restore is always there, so there is hope.
