Read Joseph's words in Genesis 50:20. First he says that his brothers' intended to harm him. That's man's agency and accountability. They themselves did it, and there was no excuse for what they did. Then Joseph says God intended for their evil intention to save their whole family. By selling Joseph to slave-traders, Joseph ended up years later as prime minister of Egypt, and had the legal and political authority to welcome in his entire family. That's God's sovereignty.
